I am using it offline and live in the uk. I bought the game from the online store. I have restarted the xbox as well.In Setting, and in offline solo server setting it has to be changed. I always pick custom offline, and tick it. And it stays. But if you picked one of other setting, you'll need turn on admin rights, and tick it on if main menu setting didnt keep. Also.... make sure your hitting sqaure to "apply" your changes.
