Yesterday we set up a iPhone 13. My carrier supports eSIM. The phone asked during setup "do you want to convert this line to esim?". We tapped yes and the phone pulled the eSIM data from the carrier. The old phone had a physical SIM in it, the signal went away and appeared a few seconds later on the new iPhone.

I don't know why you're having issues but you have to do with within the app and it takes -5 minutes.
